Part I — Situation overview
On 23 August the General Directorate of Water Management announced on its social media page that one of its outdoor measuring stations had been deliberately vandalised by someone. According to ATV’s report, behind the vandalism lies the tension among residents around the hail suppression network, growing for months: locals believed the station was part of the hail damage mitigation system. The water management authority’s communiqué struck the most restrained tone possible — “We understand the anxiety caused by the severe drought, but we ask you not to vandalise the stations! These are meteorological measuring instruments, they ensure the continuous measurement of environmental elements, they do not emit any substance” — and this sentence names precisely the core of the misunderstanding: the device attacked does not intervene in the environment, it observes it.
The size and function of the network give the order of magnitude of the damage. The Operational Drought and Water Scarcity Management Monitoring System was set up ten years ago by the water management authority in order to follow the effects of climate change more accurately; today 133 stations operate across the country, measuring precipitation, temperature, air humidity, as well as soil moisture and soil temperature. The data are available free of charge and publicly, and by comparing the measured values with the European weather models, ten-day forecasts are produced for farmers, who time their field work to these. A national soil moisture model has also been built from the network’s measurements. The system was created from central budget funds — its vandalism is therefore damage caused to public property.
The disputed system is itself a separate actor. The hail damage mitigation system, JÉGER, has been operated by the National Chamber of Agriculture since 2018, currently with almost 986 generators, which protect against damage caused by hail; the necessary meteorological data are provided by HungaroMet, and its operation is based on prevention. In mid-August the chamber’s Zala county organisation indicated in a separate communiqué that because of the drought weather “several misunderstandings and false beliefs have appeared” in connection with the operation of the system, and stated: there is no connection between the drought and the operation of the hail damage mitigation system. The communiqué did not resolve the situation. At Nagymágocs in Csongrád-Csanád county the dispute escalated to the point where the system’s operator received death threats; and the agriculture ministry’s decision in mid-August — which halted the system except in four counties — was taken after an opinion poll and a farmers’ petition. Ákos Hadházy, former Member of Parliament, called this, in his assessment given to Mandiner, an example of a popular but scientifically unfounded decision, and stressed that the minister should rather have explained the operation of the system and the available evidence.
Another thread shows the same pattern from the side of contamination. According to ATV’s on-site report of 21 August, at Almásfüzitő, next to the old red sludge reservoirs, a dark brown, alkaline liquid is reaching the substantially retreated bed of the Danube along almost a kilometre; the pH value of ten measured on site indicates a distinctly alkaline reaction, but specialists have not yet clarified the exact composition of the substance. Locals complain of a caustic smell and continuous lorry traffic. The area is managed by Tatai Környezetvédelmi Zrt., which used both hazardous and non-hazardous waste in the restoration of the red sludge cells; according to the report, 315,000 tonnes of waste a year may be brought into cell seven, which lies directly beside the Danube, of which 280,000 tonnes may be of non-hazardous classification. The third thread comes from Ózd: according to 444.hu’s report, by the end of July 120 millimetres of precipitation was already missing from the fields in the district, and the drought brought forward by months the local custom of burning off vegetation. According to one expert speaking, the foliage and the topsoil are now so dry that “everything burns unquenchably”, while the fire service is poorly equipped, and the gaps in the institutional system are typically filled by local volunteers.
MIAK’s reading of this is that the drought has crossed into a new phase, and this phase is not hydrological but institutional. The balance sheet of 22 August was still about measurable economic damage — lost yield, prices, a budget line. Today the story is that the social response to the uncertainty around the damage attacked the measurement itself. This is the worst possible order that an adaptation system can produce: the data from which it could be established whether a false belief is true becomes the victim of precisely that false belief. The Almásfüzitő seepage shows the same thing from the other side: the falling water level takes away not only water but also exposes sources of contamination previously under water — and here too the absence of measurement is the most striking feature, because for days nobody has been able to name what substance is flowing into the river.
Part II — Foundations in the literature
The conceptual framework of the situation comes together in three sources. In her work Governing the Commons, Elinor Ostrom (American political scientist, awarded the Nobel Memorial Prize in Economics in 2009 for her research on the management of commonly used resources) identifies eight design principles of sustainable resource management, and the fourth of these fits the present case directly: those carrying out the monitoring have to be accountable to the appropriators, or have to be appropriators themselves. The legitimacy of measurement arriving from a distance, invisibly, is therefore structurally weak. The World Bank’s report World Development Report 2015 — Mind, Society, and Behavior gives the framework in which the spread of a false belief is not an error but a mode of operation: decisions are shaped by social influences, local norms and shared mental models, and therefore information in itself — in the form of a communiqué — does not correct. In his book Thinking, Fast and Slow, Daniel Kahneman (Israeli-American psychologist, awarded the Nobel Memorial Prize in Economics in 2002 for his research in decision theory) describes the mechanism of the availability heuristic and of automatic causal story-making: human thinking attaches an explanation to the phenomenon that is easy to recall, and posits a causal connection between two simultaneous events even when there is none. The generators of the hail suppression system are visible, global atmospheric processes are not — the explanation goes where visibility is. The detailed treatment of the literature — author by author, with quotations — can be found in section 6.4 Literature in detail.
Part III — MIAK’s concrete proposal
MIAK proposes three measurable measures. All three start from the premise that the measuring system is not administrative background but the basic infrastructure of adaptation — and that protecting it is partly a physical and partly a trust-related task.
3.1 Classifying the water management measuring network as critical infrastructure, with a physical protection minimum (by the start of the next drought season)
MIAK asks that the drought and water scarcity monitoring network of 133 stations be given the protection status due to vital system elements, and that three concrete elements go with this. The first is the physical protection minimum: at the most exposed stations a fixed minimum requirement for mechanical protection and on-site alarm, together with a clear information board readable on site about what the device measures and what it does not — the present case arose precisely from the fact that the station’s function was not identifiable on site. The second is a simple reporting and registration regime: vandalism incidents have to be entered into a public, aggregated register from which the number of cases, their location and the time taken for restoration are visible. The third is the restoration deadline and its funding source, because a station lost is not merely damage but a data gap: a break in the measurement series worsens the spatial resolution of the soil moisture model. This is the joint application of the K3 contamination and environmental monitoring programme point and the KB9 crime prevention through environmental design; the vandalism register follows the logic of the KB1 criminal data platform. The proposal expressly does not ask for harsher punishment: here deterrence comes not from the scale of the sanction but from identifiability and on-site intelligibility.
3.2 Public publication of the operating data of hail suppression, in downloadable form (by the fourth quarter of 2026)
The second proposal concerns the manner of closing the dispute. So far two communiqué-level claims stand against each other: according to the system’s operator there is no connection between the drought and its operation, according to the protesting farmers there is. In MIAK’s view this dispute cannot be closed with a communiqué, but it can be with data. It asks that the operating log of hail suppression be available in one place, in machine-readable and downloadable form: which generator operated, when, for how long, and on what meteorological signal it started; and that alongside this, in the same view, the precipitation data of the monitoring network for the same period and area be placed. The aim is not an official study — that too may be produced — but that the claim should be verifiable by anyone for their own district. This is the application of the K1 measurable climate targets and the MG2 agricultural data platform programme points, and on the trust side the instrument of the A13 disinformation resilience programme point. The argument follows from Ostrom’s fourth design principle: measurement is accepted if the appropriator either carries it out themselves or can at least verify it. A downloadable operating log gives precisely this access — it does not refute the false belief, it puts the instrument of refutation into the hands of the person who doubts.
3.3 A risk register of legacy contamination points exposed by the falling water (within 60 days)
The third proposal generalises from the Almásfüzitő case. A falling water level means not only water scarcity but also that sources of contamination previously under water, or isolated by water, become accessible or may be set in motion. MIAK asks that within sixty days a public risk register be produced of those legacy contamination points along rivers and beside reservoirs — waste dumps, industrial sludge reservoirs, restored cells — whose exposure grows as the water level falls. For each point the register should contain the name of the manager, the classification of the stored material, the date and result of the last official measurement, and the water level below which the site requires extraordinary inspection. The Almásfüzitő case also shows why the measurement obligation needs a deadline: the seepage has been visible for days, the pH value is known, but the composition of the substance is not — and as long as there is no result, the gap is filled by local guesswork. This is the direct application of the K3 contamination monitoring programme point, and in its territorial dimension it connects to the TE1 micro-regional development index: the Ózd forest fires and the Almásfüzitő seepage both appear in districts where local institutional capacity is at its scarcest.
The three proposals are held together by a single principle: measurement is the most expensively restored element of adaptation. Ostrom’s design principle on monitors (see 6.4.1) and the World Bank report’s finding on socially based risk perception (see 6.4.2) lead to the same place: the measuring network has to be protected not only with a fence but also with access. And Kahneman’s explanation (see 6.4.3) warns that a false belief arises not from ignorance but from the normal operation of thinking — and therefore the response is not an information campaign either, but the granting of the possibility of verification.
Part IV — Expected effects and risks

The main question for deliberation is the relationship between publicity and calm. In the short term the publication of the operating data may amplify the dispute: both sides will use the raw time series to support their own claim, and there will be districts where the figures apparently support the false belief, because simultaneity is not causality. In MIAK’s view this cost is nevertheless smaller than maintaining the present situation, in which there is no verifiable data behind the official claim, and therefore the doubter has no instrument left other than trust or distrust. The proposal tips over to the risk side if the publication of the data takes place but without an interpretation guide and territorial breakdown: in that case publicity produces noise rather than orientation. An ideology-free yardstick also belongs here: the data publication now proposed makes verifiable precisely the decision that the present government took in response to the farmers’ petition — and it also leaves open the possibility that the decision may after all prove well founded.
Part V — Measurability and summary
5.1 What is worth following? (proposed KPIs)
The performance indicators below (KPIs, Key Performance Indicators) will show in 6 and 12 months’ time whether the protection and acceptance of the measuring system has improved. These are proposed yardsticks, not government commitments.
- Number of operating stations in the network: how many of the 133 are operating at the start of the next drought season, and how much time passed until the restoration of the vandalised stations.
- Number of vandalism cases: how many acts of deliberate damage occurred on the measuring network, and whether this appears in a public, aggregated register.
- Availability of the operating data: does the operating log of hail suppression and the precipitation data for the same period appear in one place, in downloadable form.
- The contamination point register: is it produced within sixty days, and does every entry contain the date of the last measurement and the water level triggering extraordinary inspection.
- The result of the Almásfüzitő sample: are the composition of the substance and the name of the emitter made public, and how much time passed from sampling to publication.
5.2 Summary
MIAK’s request to the decision-maker is three steps: by the start of the next drought season the measuring network should receive the protection corresponding to vital system elements, with on-site information and a restoration deadline; by the fourth quarter of 2026 the operating log of hail suppression should be downloadable together with the precipitation data; and within sixty days a public risk register of the contamination points exposed by the falling water should be produced. And to the public, a request in outlook: the vandalised station is not a vandalism story. That device scatters nothing into the air — it measures how much water there is in the soil, and it is from this that the forecast is produced which is used by the very farmers whose land has dried out.
Two MIAK foundational values are directly in play here. Transparency, because the core of the proposal is not the refutation of the false belief but the handing over of the instrument of refutation: a downloadable operating log builds acceptance even for someone whom the official communiqué does not reassure. And data-drivenness, because in the present situation, in all three disputed questions — the effect of hail suppression, the composition of the Almásfüzitő seepage and the spread of the forest fires — it is not positions but measurement that is missing, and measurement is the only instrument that can make all three disputes factual at once.
Part VI — Justifications and further sources
6.1 The framing of the press, spectrum by spectrum
The public affairs band gave the backbone of the post’s factual material, and it alone connected the threads. ATV was present with four pieces: alongside the report on the vandalism of the measuring station it carried the Almásfüzitő alkaline seepage with an on-site measurement, the condition of a dried-out river, and the expert interpretation of the Lake Velence matter. The characteristic of the framing is that it presented the individual cases not as disaster news but as an operational failure of institutions — the measuring station piece, for instance, also explained the function and the size of the network, not only the fact of the vandalism. This is the framing closest to MIAK’s reading.
The liberal-left band looked at the same thing from the side of local institutional capacity. 444.hu’s Ózd report is the deepest piece in the day’s harvest: it described not the drought but the local response to it — the burning custom brought forward because of the dryness, the poorly equipped fire service, and the fact that the gaps are filled by volunteers. HVG highlighted the international echo, that is, that the American press is already writing about Hungary drying out. Népszava carried the EU assistance sent to the Serbian forest fires, placing the story in a regional frame. This band therefore made not the phenomenon but the inadequacy of the response to it its subject.
The conservative band carried the consequence for farmers and for politics. Magyar Nemzet carried the wheat crop down by a quarter and its European parallels, as well as the proposal to raise water charges in the capital. Mandiner discussed the expected consequences of halting hail suppression on the basis of a statement criticising the decision, including the hail exposure of vineyards. It is worth recording that on this day it was the conservative band that kept the matter of hail suppression on the agenda, while the vandalism of the measuring station was carried by the public affairs band alone — the two events therefore were not publicly placed side by side, even though the reason for the vandalism was precisely the false belief around hail suppression. This connection is MIAK’s own contribution to today’s material.

The first two rows of the table give the post’s non-obvious conclusion. The device vandalised is a single item from a network of 133, so the direct material damage is small. The stake, however, is not the material damage: the network’s measurements provide the input for the national soil moisture model from which the ten-day forecast for farmers is produced. A station lost is not a missing data point but an area for which the model’s resolution deteriorates — and precisely in the area where the vandalism happened, that is, where the drought causes the greatest anxiety. This loop is the most important lesson of the present case: anxiety destroyed the device that measured the object of the anxiety.

6.4 Literature in detail
6.4.1 Elinor Ostrom: Governing the Commons
Ostrom identifies eight design principles in those common resource systems that have survived across generations. The fourth design principle is about monitoring, and its formulation is terse but decisive in the present case:
“4. Monitoring. Monitors, who actively audit CPR conditions and appropriator behavior, are accountable to the appropriators or are the appropriators.”
The essence of the proposition is not that there should be measurement, but that the person carrying out the measurement should have a connection with the users: either accountable to them, or one of them. In Ostrom’s empirical cases — Swiss alpine pastures, Japanese village forests, Spanish irrigation communities — the monitoring was typically carried out by an actor known and accepted by the users, and this gave the system its legitimacy. Hungarian drought monitoring has precisely the opposite structure: the station is the device of a distant central body, on site it shows no connection whatsoever with the local farmer, and — as the present case has shown — its function is not even identifiable from it. In Ostrom’s framework this is not the locals’ fault but an institutional design deficiency: the legitimacy of measurement can be created not by the measurement but by access to it. From this follows the justification both of the on-site information element of proposal 3.1 and of the downloadable data of proposal 3.2.

6.4.2 World Bank: World Development Report 2015 — Mind, Society, and Behavior
The report builds its policy recommendations on three principles: people decide largely automatically rather than by deliberation; their decisions are shaped by the behaviour and opinions of those around them; and the members of a given community use shared frames of interpretation to understand the world.
“Individuals are not calculating automatons. Rather, people are malleable and emotional actors whose decision making is influenced by contextual cues, local social networks and social norms, and shared mental models.”
From this the report draws the conclusion that behaviour is often changed not by the quantity of information but by its form, its source and its social embeddedness — and it also lists those interventions that work precisely for this reason: naming a thing differently, simplifying a process, activating an existing community norm. Translated to the Hungarian situation this means that the expert communiqué — “there is no connection between the drought and the operation of the system” — is a structurally unsuitable instrument: it does not spread in local networks, it gives no possibility of verification, and it does not connect to a norm that the local community already accepts. That is why MIAK proposes access instead of a communiqué: downloadable data that can be narrowed to one’s own district is the form which, by the logic of the report, reaches the decision at all.

6.4.3 Daniel Kahneman: Thinking, Fast and Slow
Two findings in Kahneman’s book explain why the explanation of the drought attached itself precisely to the hail suppression system. One is the availability heuristic, whose political consequences the author expressly names:
“People tend to assess the relative importance of issues by the ease with which they are retrieved from memory — and this is largely determined by the extent of coverage in the media.”
The other is automatic causal story-making: according to Kahneman the fast, automatic system of thinking constructs a causal connection between two events standing next to each other even when there is no basis whatsoever for it, and it produces this story instantly, without any effort. In the case of hail suppression both mechanisms work together: the generators are physically present in the landscape and in local conversation, so they are easy to recall, while global atmospheric processes are not; and the dryness and the operation of the generators coincide in time. The normal operation of thinking produces from this a coherent story — and it is precisely difficult to break up because it derives not from incomplete information but from a working mechanism. From this MIAK draws the conclusion that the right response is not to label the false belief but to offer a competing, verifiable story: concrete data, for a concrete place, in downloadable form.

6.5 International comparison
Attacks on monitoring infrastructure are not a Hungarian phenomenon. It is a recurring experience in European and American water management systems that distant measuring devices without explanation provoke local resistance or damage, and that the most effective remedy is not increasing physical protection but the local involvement of the measurement: the immediate feedback of the data at district or settlement level to the person on whose land the device stands. This practice is precisely the operational implementation of Ostrom’s fourth design principle, and this structure can be demonstrated from the centuries-old operation of Spanish irrigation communities to today’s Dutch water boards.
The other lesson of European systems with a similar role concerns the form of data access. EU-level drought monitoring — the drought indices of the Copernicus programme — not only publishes the result but gives it in downloadable form, filterable on a map, so that the local actor sees the value relating to their own area. The data of the Hungarian network are public, but the operating side — that is, when and where the disputed hail suppression operated — is not in the same view. Proposal 3.2 asks for this gap to be filled: not new measurement, but bringing the existing data into one place.
